I wired up dual rate knobs for the ea tremolo as per dragonfly's mod:

From the diagram I wired
-middle right pin of Footswitch to pin 2 of rate pot 1.  
-pin 1 of rate pot 1 to ground.
-rate pot 2 wired as per diagram.
Unless I've wired it up wrong, I noticed the two rates aren't independent of each other. (looks like wired in Series??).  Turning the rate knob 1 determines the maximum rate of rate knob 2. eg. if I set the rate knob 1 to low speed, then the max rate for rate knob 2 will be that speed too.
Is that right?

it does appear to me they are wired in series. If they are simple variable resistors to rectify this you could wire the first pot where the jumper is on the DPDT switch and have them act independently.
