USA Big Muff Issues

I came into ownership of 2 USA Big Muff Reissues (i already own 1 stock perfectly working as well). The guy I got them from had "tried" to mod them so I got the pair cheap. 1 pedal was mostly stock so I started there. Had a few resistors removed and some burnt and lifted traces. I replaced the resistors and added jumpers where the traces were wrecked. He also added a boss style power supply that appears to be wired correctly.

Here is the problem I am having. When I use a battery or a power supply I get perfect bypass signal, But when the pedal is engaged there is about a 1-2 second delay with no signal at all, then I get effected signal.

any ideas?
