Rotary switch question

So this is probably common knowledge but the situation seems a bit fishy to me. I ordered a 3p4t rotary switch for a mad bean pedal im building (nautilus) because there is a hi/band/lopass section that requires three selection options. My switch came in the mail today and it only moves two slots. It looks the same as other 3p4t's ive seen on the web, is it possible this switch in particular is not functioning right? Maybe i'm not turning hard enough? (I crank pretty hard but I also dont want to risk breaking it). Thanks and hope to hear from you soon!

it may be this:

take all the nuts off the thread and reposition the special washer that stops the switch going any further around

sorry about my incorrect terminology

or they could have sent you a 4p3t switch by mistake
