Low Volume Output on a New Build - Barber Direct Drive - Debug Help Pls

I just built this Barber Direct Drive from the Guitar FX Layout:

It sounds great other than the fact that I have the volume maxed and it's still a touch under unity volume at 9v. Exact same output at 18v also....
I built it to spec and I don't see any errors in my board. What could be causing this? Any clues to what could be causing this?
