Bit Crusher vero question

http://tagboardeffects.blogspot.ca/2012/10/analog-bit-crusher.html   What is the little hole under the lower IC suppose to represent? I'm guessing it means that your suppose to connect the bottom strip to the strip above it as well as the same spot on the upper IC....as in two jumpers as opposed to one that just connects the last strip to the upper IC.... If thats true then apparently I'm finally learning. Don't kill my buzz man!!!  Thanks!

Yes it's just a daisy chained link.  There's a note under the bare board layout.

So I'm getting smarter because I can figure things like that out (ok it was a bit of a guess but I woulda bet money on it!) but I'm getting stupider cus I can't read...honestly I thought it was just some kinda pervert note to self that the person just added kind of like a grocery list for later
