Madbean Nautilus issues

Hi folks. So I've run into a very tricky spot with my Nautilus project from Madbean (http://www.madbeanpedals.com/projects/Nautilus/Nautilus.pdf). Everything is wired up and soldered into place, I'm able to get bypass and i'm able to get affected signal, but it sounds totally off. You can hear the filter on certain settings but its noisy and completely unmusical and occasionally it sounds as if i get feedback loops (or at least thats what it seems like; the led lights up as opposed to flickering with strums and I get a very high pitched noise) within the pedal when the gain knob is up too high. One of the range settings seems to not work at most dialed settings, only when I have the gained cranked can i get the filter to clamp down on my signal. It sounds close but I can just tell its not quite right. I took voltages which i'll post here:

I also went through the circuit with an audio probe and made notes at certain points in the chain that seemed fishy. I'm still a bit of a beginner at this and this is the first time ive used an audio probe so i'm not 100% sure what to look for other than dead spots, which I seemed to mostly only get at power and ground sections. Here is that list:

-no signal out of ic pin 5, probably because going to ground
-no signal to r2 or c3, probably because of ground loop
-diminished signal to r3
-lose signal at 1 of the r12 leads probs because of ground
-very diminished signal to r15 probs because of power section
-no signal to c9
-Very diminished to r 18 and 19, probs because of power section
-low to no signal through ic2 8,9, and 10, probs because of power section
-no signal to any of ic5 but pin 7, where i get a loud high pitched signal
-very diminished signal at one end of r 27
-no signal to one end of r5
-no signal on led side of vact1 or 2


I've made no mods to this circuit and have not used substituted parts. I've been troubleshooting this pedal for an absurdly long time now, if anyone has any suggestions, anything would be helpful at this point. Let me know if anymore info on my project is needed. Nothing to do with deciphering voltages, but I usually check for any shorts/cold joints with the continuity function in my meter when things don't work right. Resolder anything dull or weak looking regardless in case something could be intermittent that your meter didn't pick up. Of course a misplaced part or wrong value would cause things to go whacky as well.
     Hopefully somebody can chime in with some clues given by your voltage measurements.

Thanks for the reply! I'll definitely go through the joints again. Especially at the places the audio probe shorted at, whether ground related lapses or not. As far as the parts go, I've gone through the circuit and solidified all the values a couple times now, but at this point, it couldn't hurt to look again. Any other suggestions from folks?
