What is a good capacitance meter?  I am looking for one mainly to spec a big lot of small value <1000pf silver mica caps i bought recently.

I'm not an expert on this subject, but I just ordered a capacitance meter kit from Sparkfun for 13.95 USD.

You might be able to find a cheap DMM which can read diodes, caps, resistance, and volts/amps on ebay.I use a Micronta 22-175a true rms DMM and it has all those functions. they're 80$ on eBay last I checked. It's nice to have an all-in-one meter. It also will check BJT transistors for pin-out and gain.
If I can solve the problem for someone else, I've learned valuable skill and information that pays me back for helping someone else.

I don't know if its cheap, but I have a Sperry DM-6600 on my bench that reads capacitance.  Works well.

I just looked at the board at seeed and compared it to the one that I ordered for Sparkfun and they're the same. Glad to hear you're pleased with it!  :) 1% accuracy for under $15 (not including enclosure).
