ADA flanger help needed = Vb is off

I've built a few of these and am stuck on this one. My Vb is off. Reading about 1v...I am trying to figure out how to methodically find where the problem is at. I have included the schematic link. At this point I have disconnected everything that hooks to Vb. Anyone wanna suggest where to go from there? Do the opamps play a role in making the Vb voltage or can I get 7v without all of them plugged in. I've checked for solder bridges and cold joints. Diodes and caps all oriented right way. Going through values right now....thanks!

The op amp that "makes" the Vb is IC2D......Look around there for issues.

The voltage divider that creates the reference voltage before it enters IC2 is R7 and R8.

Look around R8, R48, and R49 as well.

Make sure that all of these values are consistent with the schematic.
I just designed a new fuzz circuit! It almost sounds a little different than the last fifty fuzz circuits I designed! ;)

Armdnrdy, thanks, just the info I wanted. Makes perfect sense with the voltage divider and all. Been doing this long enough to should have known. Will check later tonight (taking a frustration break...) and also, the next one I am building is your double sided! Can't wait to get to it.
