Z Vex Super Duper 2 in 1 LED's all whacky

My friend has had an older model Super Duper and it's LED's have never worked so he asked me to take a look. I was surprised to find the guts just on cheap perf board and vero board which means it it must be pretty old! Anyways, I swapped out both LED's and now one works as it should (effect off and on), but the other stays dimly lit at all times, no change whether it's bypassed or not. Besides the perf board looking a little burnt on the area around the non working LED, I can't see a problem with connections, so I have my multimeter ready to go. The only thing is I'm not sure where to start checking and what to look for exactly for this problem. Tried searching the forums for it and didn't find much about this. Still very new at this
