question about wiring pots

i was looking at a layout for catalinbread's "sabbra cadabra" pedal.  and a couple leads from the board, go to both 1 and 2 lugs of their respective pots.

i'm assuming the lug numbering on the strip board layout is the "typical" numberring....1 would be ground and 2 would be the wiper.

i was wondering if the lead should first connect to number 2, THEN over to 1?  or vice versa? or don't it matter?   Thank you!
