If I built 2 effects into the same box and one was negative ground and one was positive ground (say both are 9V) could I do a +9V/0/-9V supply and use the +9 for the negative ground effect and the -9 for the positive ground effect and have them share the ground?

I used to really be with it!  That is, until they changed what "it" is.  Now, I can't find it.  And, I'm scared!  --  Homer Simpson's dad

Of course you could..!!
(but you'll have to rename it as a vitrual ground circuit..) :icon_wink:

The simplest way is to wire two 9V batteries in series (+ -+ -) and take the GND from the middle..
