Combining TSL100 switches

so it was all a bit of a downward spiral of confusion! i've given up for now, but i'm keen to hear ideas how it might've gone wrong. i noticed along the way that i could get the "stuck" flip-flop to change state with a screwdriver or by pulling the Clock pin high directly, so maybe overall some weird issue with that and a flaw(s) in my logic over how i used the reset pins etc.
