PLease Help with PT80 Delay Problem

Hello everyone. I had a PT80 that was working fine. I wanted to filter a little bit the repeats so i unsoldered the 22k resistor and put a series off 11k resistor - capacitor to ground and 11k resistor as sugested by Mark Hammer. The problem is that while soldering i accidentally had the pedal conected to the Power supply and part of the metal of the pedal enclosure touched the solder part of the PCB. The Led fried out and upon replacing it i have only one fainted repeat when the pedal is engagged. if i move the TIME pot i hear that is modifying the time of the delay but there is only one repeat with both LEVEL and REPEATS pot maxed... I have replaced the NE570 for a V571D  (Coolaudio) also replaced the tl072 and various PT2399 chips.. Strange thing is that every damn voltage is matching those from GGG. The only difference  im having are pins 7 and 8 from the PT2399 that vary between different chips. Right now i read 1.5 volts instead of 0.9 which are the ones from GGG.

Im using ICL7660s instead of the MAX1044. I dont know the correct readings for that chip as they are not posted on the GGG page but both voltage converters are getting 15.8 volts and giving 5v and 12v. So everything looks perfect but the pedal is not working. Do you think that i mught have blown the film capacitors? Or maybe the electrolitic ones? Nothing seems burnt at sight.

Do you think the carge pump can be damaged?
Thank you very much. The layout i using is the GGG PT80 and the pedals was working perfectly before i accidentaly fried something.
