Jekyll and Hyde only works on full volume

So I'm trying to troubleshoot this older J&H pedal - either side works only when its corresponding volume knob is completely on full.  Otherwise you only hear a very faint signal.

I have the pcb out and nothing is out of the ordinary.

Any ideas would be appreciated.

Bad pots? Try to put new pots.

Well I didn't want to believe that two pots would go bad but I went ahead and replaced one of them first.  Lo and behold the stupid thing actually fell apart in my hands when I removed it.  Needless to say they aren't Alphas.  Now that one channel works, time to replace the other one...
