Desolder and move the yellow OUT wire aside. Remeasure the 2M2 resistor - hopefully the meter will not display 0 but 1 (open circuit).

OK. Now that the yellow wire has been disconnected you should now have audio passing through the 1uF capacitor.
The short circuit has been cleared by removing the yellow wire which means that the other end of the yellow wire connects to ground (O Volts) somewhere it shouldn't. Usually the stomp switch wiring is the where the problem is.

I got it now. I wired the output jack backwards. Just my luck.
