Fixing an old phase 90 clone

I got my hands on one of the first pedals I have ever built. It must be at least 8 years old.

It is a tonepad based phase 90, and it doesn't work.

Schem:

I've changed output transistor and ICs but no sound.

So voltages

ic1 :
1=0 8=9
2=0 7=0,5
3=0 6=0,09
4=0 5=0

ic2:
1=0 8=9
2=0 7=0
3=0.56 6=0
4=0 5=0,48

ic3:
1=0 8=9
2=0 7=0
3=0,56 6=0
4=0 5=00.51


q 5 ( output PNP transistor)
c=0.56
b=0.06
e=0.56

D=9

Any advice?

Wrong ICs and a break on a circuit board were the issues :)

Now it works just fine :)
