Mutron Biphase clone troubleshooting

I cant get proper power to either of the optocoupler led's. Ive checked 9v is going to all the proper places, but one LED has negative voltage and the other doesnt seem to have any consistent voltage, my dmm just reads all over the place.

Can someone walk me through how to work backwards from the Optocoupler LED's? What should I be getting at LFO A and LFO B?

You should be seeing, at the LFOs, a voltage "all over the place," i.e. oscillating. Will the one LFO that is oscillating light up an LED?

Are you sure all settings of the controls are correct for both oscillators to be working? I guess this thing doesn't include the original option of controlling speed with foot pedals....

The circuit has a charge pump that provides a step up and a step down, a negative voltage. depending on where you are choosing as ground for the meter.

I have succesfully build the BiPhase, so if you need some info regarding choice of components placement etc feel free to ask. What charge pump ic did you use? Also, can you post a pic of the build?
