MXR P100 GGG No output

Hi guys, I'm new on this forum but not really in stomps boxes.
I need some help to fix issues with P100 from GGG.
I build it years ago and was working flawless, after a long time left unused is not working anymore. There is simply no output when turned on.
ICS are fine, transistors too, bypass button is fine, the output is not earthed.
What should I search for???
I'm desperate..

Here is the voltage reading list:

Q1: 0/0.6/3.8
Q2: 0.6/1/3.8
Q3: 0/0.6/0.9
Q4: 3.5/4.4/8.5

IC1: 1.3/1.3/0.95/0 3.95/4.37/4to4.5 moving continiusly/8.4
IC2: 1.3/1.3/0.95/0 0.95/1.3/1.3/8.4
IC3: 1.3/1.3/0.95/0 0.95/1.3/1.3/8.4
IC4: 1.3/1.17/0.95/0 0.95/1.3/1.3/8.4
IC5: 1.3/1.3/0.95/0 0.95/1.3/1.3/8.4
IC6: 1.3/1.3/0.95/0 0.95/1.3/1.3/8.4

Zener diode 8.4/0

Based on that schematics, https://www.micros.com.pl/mediaserver/info-oovtl5c22.pdf those are voltages on VTL5C2/2

OC1:3.63/5.2/0/0.98/0.98
OC2: 5.23/6.8/0.95/0.95/0.95
OC3: 6.8/8.4/1/1/0.65

I swapped the trasistors to another pedeal and is still working, I did the same with TL022 and the pedal is still working too, so I believe those parts are ok.

Readings are made with the first setting of rotary switch and full speed flanger

ICs should have ~1/2 Vcc at their signal pins, you barely got 1V...
Check R39 and C17 or follow the Vbias rail for short or bad contact
"NOT FLAMMABLE" is not a challenge

Thx, I will check it now.

I have to say that there is some output, I didn't noticed cause its audible only at really high volumes.

Solved! The problem was the resistor.
