Where would a 1 ohm 1/4 watt resistor be used ?
Would they work as jumpers ?

Jumpers.   I think they're not high enough rated for meter shunting.  Anyone else?

For up to 500mA current sensors, in (not so rare) case of DMM current mode blown fuse..

They work fine for power vacuum tube bias-current taps, less-than 500mA.

They can also work as transistor power-amp emitter resistors up in the part-Watt several-Volt range.
