OT- biasing small tube amp

I bought a small homebrew tube amp from someone. it contains a 12ax7 and el84 and has a single volume knob.

Turning it on, I noticed the output isn't that high and distortions happen pretty early in the volume knob. I noticed the preamp tube 12ax7 is quite cool and the power amp tube EL84 runs hot.

From reading aiken amps on tube biasing the symptoms indicate the power amp tube is biased too low. Is that correct?

What should I biase the El84 to?
The back of the amp has insert points for a DMM and a bias tuning pot (like new fender twin amps).

Can anyone also recommend some good links about this as well?
