I got some of that at Home Depot a while ago, and I agree, it's great stuff!

is this some sort of insulator or wire adhesive or what? :shock:

It's more of an insulator than an adhesive.  It's not strong enough to hold many things in place, unless they're fairly small.  I wouldn't use it as a substitute for epoxy or glue (probably better to use those when securing components, off-board wiring, etc.).
