You also might try a centerpunch.This is a metal tool that is turned to a point(find the smallest you can) and pre punch the places you want to drill.This "centers" the drill bit minimizing the "walking off"effect.Also try a lighter touch,as I was told many years ago"let the tool do it's job"so don't force it
As for cutting PCB's,I've found the a decent sized (10 inch?) pair of tin snips cut through  like butter.
