TS9 tone pot doing nothing!

I have a TS9 that I modded to 808 specs.  It sounds good, but is to trebly.  The tone pot does nothing, but add hiss when I turn it up, and when all the way counter clockwise (which is where i have it) the effect is still too harsh and high end heavy.  Everything looks correct, and all connections are solid.  I have another TS9 that I can compare it to to check and the layouts are identical.  Any help?  Thanks!!!!

Is this modded on an original circuit board, or a home-built perfed project?

It almost sounds like you either got a wrong capacitor or resitor value in the wiper of the pot.  Maybe one end of the pot is connected to virtual ground???  

That's all I can think of off the top of my head without seeing it.
