Yes, they would be. You would measure both gain and leakage after the transistor has settled in the tester. To take one (leakage) reading in the intitial first seconds, and the other (gain) after several minutes would be inaccurate.

Both Steve's and RG's methods are accurate. Rg's has an advantage in that you can build it with a push button switch for gain. When the transistor settles down on the leakage reading, you merely push the button and get the gain reading, that is also settled down.

Not to keep going in circles with you , but I do it that way I think("take both measurements after the tran. has settled in the "Socket") Here's what I'm doing.
Set up the Leakage measurement(Base Open)Let the figure settle which doesn't take long at all usually . Then Add the 1meg resistor from the -9v and neg Meter lead to the Base and then THAT figure immediately shows up say 1250, and Begins to steadily Rise. So should I just write down the reading that I get As soon as I add the signal to the base SINCE the transistor has already settled with the Leakage test?? And just ignore the Rising reading(unless continually comparing it with the adjacently rising Leakage current) ? ? ?

Take the measurements after both tests have settled. With good transistors it shouldn't take long.
