I have a pullout pot that i want to use with a PT2399 delay. i want to able to pull it and get a shorter delat. The POT is a 250K and i need to reduce to a 50K and about a 25K.        

My question is what is the maximum amount aloud to reduce a POT value.

Depends
 For what you're using it for, probably works just fine, if fine tuned or whatever...it depends on how the circuit responds is the short response.
 I generally try not to reduce pot values more than 10x [that'd be like 100k made to 10k by a 10k resistor across lugs 1 and 3].
 Mainly if it does what you want I guess...I go so far as to socket a switched R value, but you could always just put another pot there too..
