Should the bias voltage on the collector set to +7v for a negative ground rangemaster ? does it matter what's the voltage on Base/Emitter also ?

Both versions should have the same collector bias, as long as you measure from the positive side of the power supply. The difference between the two circuits is how the jacks are grounded, however both circuits (between the input and output caps) have a positive ground. It's pretty clever.
