OT : Peavey Classic 50

My friend has just bought a peavey classic 50 with 4xEL-34 when i check it out, the power tubes has a continous blue light alongside the tubes when the standbye switch is engage (Power is already on). Is it normal ? or might be the biasing is too "hot" ?
