The blue box requires a cd4013. Is there something else that may work in this instead?

There are other prefixes for the same flip-flop from other companies (e.g., MC4013 from Motorola), but no, you need to use a 4013-type flip flop for that circuit.  Can you make a flip-flop from discrete components?  Yes.  Boss uses it for all their stompbox footswitches, and Joe Davisson did so as well for his Shocktave divider.  For the Bluebox, though, if you are intent on using one of the posted layouts, the 4013 is your only candidate as far as I know.
