how do you wire these babies up? Im quite confused

It's pretty simple. The closest lug to the threads is ground. The next one ring, and the next is tip.

What do you do with the second row of lugs eh?

you can do a few things with that second row of lugs...

i use them when i put an insert into an effect.  the second row are the normally closed lugs... this means that when no plug is in the jack your signal will can go through the jack.  when you insert a plug, the signal is diverted through whatever your plug goes to.  does that make sense?  the row corresponds to the row aron described, where the lug closest to the threads is ground, next is ring, next is tip.  hope this helps.
