Lug numbers on potentiometers

When looking at the bottom of the pot and the lugs going down, does it go

1  2  3

or

3  2  1
?

Also, are rheostats numbered the same way?

They use different numbering in Europe and USA I remeber, must be info somewhere, and if so maybe it could added to the FAQ . Once I did one audio project that I had to make ready in short time.  I remebered the movie "Spinal Tap" when engineering the ergonomics of the control panel, and did a volume pot scale with numering from 0 to 11. Of course I connected the pot so that it worked in reverse
I had never time to fix it and we used it for many months before it was replaced by a commercial thing done with software
