What is the current draw in the old Boss chorus (the big one) CE-1? I need to change the transformer and wander if  220V/2x18V, 3VA would be ok.

That should be more than enough.  A lot of pedals that use only on-board transformers or wallwarts actually don't use all that much current.  They just happen to use enough current that you'd be replacing the battery every other day.  That sort of customer frustration is the sort of thing they try to avoid where possible.  For example, the original EHX Hot Tubes came in one of the big floor chassis, like the Memory Man, and had an onboard transformer and AC power cable.  You CAN run it off a 9v battery.  I've done so for years.  But don't expect that battery to last very long.

In the case of the CE-1, there isn't much in it that is all that different from the CE-2, which runs fine off a 9v battery.  But there is JUST enough more to make battery operation ill-advised.  So, while they have a transformer in there, they opted for 15v operation.  What the heck, eh?  IN for a penny, in for a pound.
