Sustain is measured in positive time - seconds or milliseconds.

Most Sustain gear makes the sustain time longer in positive time

If you want to reverse this, you will definately need negative time.

I have heard of people doing things like the rubberband and cotton ball/silk trick to tailor the sound mechanicly.

You could try adding a dwell control, which controls how hard the springs are driven.

I think you need an Expander. An Expander is sort of the opposite of a compressor. It lowers the volume of signals that go below a certain threshold. A Gate is really an extreme expander that cuts the signal completely once the signal goes below the threshold.

Lowering the Dwell (driver volume) would also result in shorter sustain, just like lowering the Gain of a guitar amp or overdrive pedal results in shorter sustain.

No, it will make the loud parts louder and not so loud parts not so loud.

I think the best bet would be to use lots of different length spring reverb tanks and use a switch to select between them
