Rangemaster biasing Q

I have been struggling to bias 2n404a's which measure very low leakage and around 80hfe after subtracting the leakage.

But, after many hours of trial and error and searching here I may have found the issue. The circuit is the negative ground layout from tonepad and the tranny is PNP, R.G. responded in a post that neg ground w/PNP the bias should be 2v at the collector and not 7V. Is this true?
