Are you sure that your switch is wired correctly? If it were rotated 90 degrees, it won't work...

Well arent layouts menat to be looked at as if the lugs were going horizontally? So it's possible you misinterpreted the layout and wired it 90 degrees off like Paul said.

  Look through the eyelets is how I find 'north' on a 3PDT, real easy to wire is with 'west or 'east as 'north', because they're not marked in anyway I know except the eyelet holes....yo can look through those and see north IIRC...depends on the exact switch maybe i imagine...DMM tells the tale of course.

    Do you have the small white jumper that connects the bottom left terminal that has the green wire hooked to it to the far right terminal in the middle row next to the white wire? If it does not work in bypass, it seems like it may be missing.

In the picture in the link you posted, it hooks the 2 X's together.

I've used the switch as a dpdt and I've ignored a line of pin.
