Neutron 7760 Voltages..Help verify

I have built a Neutron that is spewing out some horendous noise (distortion).  My first thing to verify is the 7760 voltages.  Any help would be hugely appreciated.  I can hear the effect slightly through the distortion.  My next guess is the H11F3 module.  Not sure how to verify if that is working correctly.

My voltages are :

1:  0V
2:  4.1V
3:  0V
4:  -3.9V
5:  -7.8V
6:  3.8 V
7:  4.9V
8:  8.5V

Does this appear to be right?

Anyone willing to help me out??  I'd hate to see this build go to the graveyard.
