LED pops.... solved?

I was looking through AMZ yesterday and saw a recent addition to the lab notes section.

Jack Orman suggests using a 10uf cap to slightly delay the LED lighting.

So siimple.

Is this the answer for LED pops when signal and power ground are connected?
