Ibanez Ts-9 DX makes fluttering noise?

Hey everyone... was wondering if someone can help me... I have a ts-9 dx pedal that i have that when on makes a fluttering/pulsating noise. i checked out all the diodes and everything seems fine it does this on all modes and the only knob that makes any difference is the volume... it was working fine and then all of a sudden it started doing this.. i must say that the culprit has to be a universal adapter i was using.. that may have done somthing to this pedal... could this just be a fried IC or somethin ... everything looks fine... nothing looks burned or anything well i hope you all can help me... thanx in  advance you all rock!!

same thing man so i know its not the universal adapter... or at least it already did the damage who knows? well thanx alot though
