Unusual Problems with the Melos echo chamber.

Ok, I bought a broken melos echo chamber from ebay. It's a clone of the univox EC-80a.
The guy claimed the tape was fine and the heads didn't work. It also came with a "spare" set of heads, they have a bit of solder on the leads.
When it arrived the tape was jammed, after a bit of research the old Playtape format makes a good replacement.
So a few playtapes arrived yesterday, There is sound comming out of the play head.
The echo volume, changes the volume.
There are two double core wires attached to the four leads comming from the record head.
Two of these wires are carring the signal from the play head, that varies in volume with the repeats knob.
The other set of wires has no audio comming out of it.
Any tips would go along way.
I have a DMM if voltages will help.

Also despite the tape signal, getting to the tape head it will not oscillate, but tape head alignment seems to make no difference!!??

Furthermore, when the record and playheads are aligned opposite each other it oscillates.
