yes it's a cool phaser! I never seen before a lamp inside a pedal, I think it should helps  the led to be synch with the phasing, right?
anyway it was made in the '89 in russia but it looks definitely a 70s technology 

then I always asked myself how was possible that russia made guitar effects during the communism........I mean even the early bigmuffs......
