Final plea for Ruby help.

Okay, having no luck debugging my original Ruby, I decided to build another one this afternoon.  As it turns out this one is doing the same thing.  When I apply power to the circuit (with my guitar plugged in) it sounds like a low pitched siren winding down.  You know, like on cop shows when the cop gets to the scene and turns his siren off but only fuzzier.  Once it winds down, it doesn't make anymore sound.

If  I disconnect power and re-apply it, it'll wind down to nothing again.

So, is it possible that the layout I'm working from has got a hitch in it someplace?  Seems unlikely that two separate builds would have the same trouble but then again, maybe I just duplicated my mistakes.  Just looking for opinions.

fried IC?

try breadboarding it, or try these stripped down to the bone versions (the ones with the 386, and just three caps).. sometimes going simpler helps you to "see"

Type in the data from "What to do when it doesn't work" and I'll see if I can figure anything out.

Just offhand, there is a capacitor that is charging up to where it doesn't oscillate, but there's no telling which capacitor where without the basics data.

Will do.  I wasn't sure if I should do the whole "what to do..." bit but I'll include all the info and post it for you to look at.  By the way, thanks for the advice on eliminating noise from my Smalley boost.  No more indian music.

it could be a somethin-cycle hum...try puttin a big cap from + to ground...that fixed my in no time  8)

I've had exactly the same problem and after replacing the the IC it worked fine.  Maynot be the cause in your case but try taking it our and reseating it, that may help to. 
Sticking a tube into a tube screamer to get good sound is about like rubbing yourself all over the weight stacks at the gym to get stronger - R.G.
