Distortion + What voltages at the IC pins?

Hi guys,

i am currently trying to build a distortion + copy from the schematic at http://diy.musikding.de/berichte/eff/dasplus/bilder/schematic.gif

I hardly get any sound when engaging the effect. While measuring, i found that at pin 3 the voltage is just around 1.8 V where it should be at around 4.5. (Is that right?)

This seems to be due to the fact that the voltage over R7 drops more than half. (before it's 9,3 after R7 it's only 3.11). What could go wrong there?

When removing R6 and and C7 the voltage after R7 is correct. But there is no error in R6 and C7, I resoldered them more than once and they have the correct values.

Any ideas what i could do?

you should double check all the values and connections in R5,r6,r7.and c7.

Is this a verified layout?  is it perf , vero, or PCB?  Where did the layout come from?  these are all things that we would need to help you.
