It sounds to me that there is more than one thing going on here.
You could probably do most of that sound with an envelope filter, especially one with an auxiliary input for the envelope.
But the irregular (yet exactly repeated) pitch bend in the sound makes me think that it could be a sample triggered from a midi guitar.
Then again, maybe a SYB-3?
