Muff Fuzz No workie!

Hey guys ( and gals ).  I've somehow screwed up this little circuit.
Using this layout

The voltages look way off

1 8.4
2 8.07
3 8.05
4 8.53
5 8.07
6 8.33
7 8.38
9 9.18

Fresh battery was used, 9.18, same as pin 8 ( supply pin? ). I didn't use any substitutions, I used IN4001's for diodes, I've used the search button.  I've checked for trace cuts, solder mishaps, and used an audio probe... I hear a bit of signal up to the top half of the diodes... after that, nothing with the probe.  Is this a confirmed layout ( I'm sure it is, I'm just trying to eliminate things ).  Any ideas?

 Holy short city batman, we have no ground! Pin 4 should be 0v. Something is shorting to it, possibly that jumper wire that jumps over it... or maybe the cap is connected to pin 4 instead of the strip below it, or a solder bridge, or the trace cut on that strip...

Cool. Thanks for the quick replies, guys... I thought pin 4 was ground, but I'm kinda new at this ( still at the paint-by-numbers stage ).  I'll try it again in the morning.  In my short time doing this I have, at least, learned when to walk away... I'll let you know if I figure it out.

  Test for shorts across the power supply +/- before applying a power supply.

Yep. Pin 4 should be grounded.
