purpose of Q3 in Small Clone?

Could anyone explain what function Q3 and associated capacitors (Tonepad schematic: http://tonepad.com/getFileInfo.asp?id=97) serves in the Small Clone?  I'm trying to reach an understanding of why my Ultra Flanger suffers from LFO (and perhaps other sources) noise, whereas my Small Clone doesn't.  It appears to be providing power to the CD4047 and MN3007, but it seems that there must be more to it than that.  I'm hoping that I might be able to learn things from the Small Clone to make a quieter version of the Ultra Flanger.
