McMeat McNot McWorking.

Hi Folks.
Having issues getting my McMeat of the ground. I'm hoping there are still mcMeat gurus around who could lend their brains.
I've built it on a breadboard - but mounted the knobs / switches on an aluminium face to make things easier.
All parts are as listed in the Joep schematic. ie: proper VLT5C3 vactrols and 1458 chip.

In  nutshell... I'm getting a clean signal and the color knob introduces a harmnonic tone but I'm not getting any joy from the envelope shaping section. None of the tone shaping knobs Decay, Attack, Intensity do anything significant.

My LED3 is permanently dim - measures 1.8v constantly and does not change when there is an input signal.
Pins around my 1458 measure:
1: 0.97v
2: 0.5v
3: 0
4: 0
5: 0
6,7: 2.08v
8: 10.5v (yes, my transformer's it's a bit high)

I've actually rebuilt the entire thing and the same thing has happened.
anyone got clues ???

I take it the voltage at Sw2B should swing between 0 and 9v (10.5 for me) in response to the input signal?
