Cleaning white film on chip legs?

This has probably been asked a billion times, but I found nothing via searching.  Some of my ic's have a thin, white film on the legs, as opposed to shiny tin.  Does anybody know an easy way to clean this off?  I've tried wire brushes with alcohol, but it takes forever.  Thanks!

I've scraped it off with a razor knife and also a fine wire brush.

i've used:

a pencil erasure,
an xacto knife scraper,
a small brass brush,
400 grit wet/dry sandpaper (used dry)
+ isopropanol.

an erasure works well on OxidizeD copper pcb traces also.
