Pearl Octaver IC questions

Hey all!
Been looking at the pearl octaver layout in the layouts gallery... is it possible to use TL074's in place of the MC3403?

And, what is the difference between the 4013a and 4013b? They are supposed to be a 'dual D flip flop' IC, right?

It looks like any opamp you want to use for a layout would do. It's just an opamp.  And the 4013a and 4013b are just labels to differentiate between the 2 individual flip-flops in the one package.
