E of wahs' Q2 be higher than base..?

All right, i decided to put this question in separate thread: Why is the wah's Q2 emitter voltage above it's base?

I red R.G.'s "Technology of WAH" article and got stuck over the paragraph where R.G. expects the base of Q2 to be lower than E, but he doesn't explain why. Or maybe he does and i didn't get it :). First i thought it must have been a misunderstanding but i built my wah and measured this at Q2:

C: 8.49V
B: 2.7V
E: 3.2V

Could anyone please bring some light into the mistery? I mean usually base voltage is something like 0.7V above the emitter....
