Another spyder PS question

Hey guys,  I'm attemping the spyder power supply, and i'm planning on using the weber transformer.... but on R.G.'s diagram i wasn't sure what was between the two AC lines?  it looks like a capacitor and resistor but i wasn't sure what the purpose of them.  Also, what types of values would these be?  thanks for the help!

Yes, a neon lamp. Most of those have a resistor already mounted in the assembly.

I built a power supply like this with one of those Weber transformers, and it worked good, except the pairs on the secondary aren't marked (all the same colored wire), so you have to go through with a continuity tester and check each wire to find which ones are paired together. And the transformer is too big to fit in most small-ish boxes.

  Smooth power is needed.
  Marking the secondaries...that's the fun part anyway, takes like 2 minutes, well...veryfy each individual one again right before soldering it.
  Try a 'standard sized' old computer PS box.
