quick question about voltages

if you are reading wierd voltages on a circuit, does this automatically mean the problem is on the pcb or can it be an offboard issue too?

It can be anything, but usually it's either a wrong value resistor, bad soldering, wrong orientation of transistor.

An easy way to see if it's offboard or onboard is to check the voltages coming out of your 9V jack or your battery.  If you're having trouble, check this first, it's a lot easier to change batteries than it is to resolder your components.
